Principle 1: sound methodology

Sound methodology is fundamental to the production of credible and reliable statistics. Principle 7 requires that statistical processes are based on internationally recognised scientific standards, best practices, and robust methods.

By adhering to sound methodology, statistical authorities ensure that results are accurate, comparable, and consistent over time and across countries, providing a solid foundation for evidence-based policymaking and public debate.

Principle 2: appropriate statistical procedures

Even the best data and methods can fail if not implemented with proper procedures. Principle 8 emphasises that statistical authorities must apply appropriate procedures throughout the entire production process - from data collection and processing to validation and dissemination. Good procedures ensure efficiency, minimise errors, and maintain the integrity and quality of statistical outputs at every step.

Principle 3: non-excessive burden on respondents

Official statistics depend on the cooperation of respondents, whether individuals, businesses, or institutions. Principle 9 aims to protect them from unnecessary burden by promoting efficient data collection techniques, the reuse of existing data sources, and the reduction of duplication. Minimising this burden fosters goodwill, encourages accurate responses, and helps ensure sustainable, long-term participation in statistical surveys.

Principle 4: cost effectiveness

In an environment of limited resources, cost-effectiveness is crucial. Principle 10 ensures that statistical authorities operate efficiently, making the best possible use of available resources while maintaining the quality and relevance of their outputs. Cost-effective processes also contribute to public trust by demonstrating responsible stewardship of public funds and a commitment to delivering value.

These 4 principles address how statistics are produced, emphasising scientific rigour, efficient processes, respect for respondents, and responsible resource management. Together, they ensure that European statistics remain trustworthy, high-quality, and accessible, supporting informed decision-making across governments, businesses and society.
